Assuming your shopping cart version is reasonably current (if not, then update it) that will probably be that your server is out of date. IIS/8.0 is pretty old and will need some advanced administrative intervention to disable outdated and insecure schannel protocols and bring your cipher suites up to speed. As noted elsewhere in this forum (here for example: https://www.ecommercetemplates.com/support/topic.asp?TOPIC_ID=109252 ) you need to have and use TLS v1.2 to be able to talk to UPS.

I'm running 7.4.2 on the site. What is the ideal version of software for the server? I can ask my host and see if I can move or upgrade.

Looks like the current host can't run a more current version. Is there any workaround with UPS to get the real time rates? Trying to avoid a host move right now for them.

That's a tricky one really as what you have to do to connect to UPS is use TLS v1.2 and that is down to your hosting. Your host can configure your server to use TLS v1.2 on an older server but it's just more difficult.
