I followed the tutorial and unchecked the FSA box for the United States, however, when I ran a test order, it still shows free shipping.

Ahhhh...the tutorial is for the older version of the vsadmin and I missed that step entirely. I also posted this twice, the first posting didn't seem to go through. I'm having satellite problems here in the mountains that may be causing some problems. (But the view is great) Jennye

I tried selecting no and submitting, but it keeps changing the box back to yes. I selected all states, but it won't stay as no... Jennye

I checked a few individual states, and they show the boxes for FSA as unchecked, so I assume there is no free shipping, but the free shipping still shows up in the cart.

I figured it out, there were no weights listed on each product, and I saw in the tutorial where 0 weights will be ignored for shipping. I ran a test and it worked.
I saw in the tutorial where it was advised to set every weight to 1 (this means every product, right?) and then in the postal zones section, set the rules for that a weight of 1 as the price specified, then a weight of 2 is the extra amount, and for each 1 over the highest weight add the extra amount. This is a little confusing, but here is the breakdown of how they wish to ship.
1 to 4 items sent would be $7.20
5 to 8 items sent would be $13.95
So, how would I address these?

That's okay, I stumbled my way through it. Once you really study the tutorial, you can learn a lot. Now I've got to work on international rates...thanks a bunch! Jennye

Normally you would group countries together so for example you'd set a zone called Europe and then in the admin countries page assign that zone to all the European countries your store will ship to. Then in the admin zones page set up the shipping rules / costs for that and other zones. Andy Please feel free to review / rate our software

I have the countries enabled that I want to ship to and let USPS handle the international shipping rates.

Thank you! I'm still working on this, so I'm sure I'll have more questions, like how do you let the USPS handle the shipping rates when the customer has to know before the checkout process?

Does that then calculate the shipping because we are registered with the USPS? They have a USPS business account. Is this covered in the tutorial? If so, then I'll be studying up on this for sure.

I appreciate the link and I will be studying up on this very thing. We're still debating flat rate versus weight based because all of the products but maybe two weigh about the same. We've set it up as 1-4 7.20, 5-8 13.65 and 8-15 at 18.65 per the flat rates of the US.
She can get 1 to 4 items in the flat rate padded envelope, 5 to 8 items in the flat rate medium box and 9 10 15 in the flat rate large box.
She has just decided to sell retail, so she really doesn't have any history with international buyers as of yet. I was planning on using the international flat rates to set them up the same way. I can see I still have a lot of thinking to do yet!
