Do all ECT sites need to be setup with a SSL Certificates to use PayPal?

No.

PayPal Payments Standard, Advanced & Express Checkout do not require SSL but the Pay Pal Payments Pro does.

Personally these days & sooner rather than later, SSL's will most likely become the norm.
