Just been told by Google that reviews and ratings needs to be for verified purchases and the review needs to show the reviewer is a verified purchaser of the product. Currently this means manually cross checking with orders to verify before approving the review.

If the %reviewlinks% for the order status email also contained the order ID then it could automatically fill in some of the details for the customer making it much more likely they will leave a review and allow for the verified purchase to be added to the review.

Also in the "Add review page" including the order ID would again help the customer by filling in some of the details automatically and allow for the verified purchase to be added to the review.
