This page (https://www.ecommercetemplates.com/help/ecommplus/discounts.asp) indicates that i should have a Product Discount Exempt option for a product but it doesn't appear. I am running ASP v6.8.5. Any idea where that option went?

If you list all products and look at the Quick Entry drop down do you see it there? If not, I would run the updater.

I was able to resolve the issue by copying the vsadmin folder (minus the includes.asp file) over the the management folder we are using for store admin. That fixed it right up.
