I want to setup logins for retail and wholesale customers.
Retail customers will login and see retail prices and wholesale customers will login and see wholesale prices. Does this have to set at the product level or can it be done at the client login level?

That would be done at client login level where you would assign wholesale pricing to those accounts it applies to.

When a customer creates an account now, the prices switch to wholesale prices. How can they remain at retail prices until the change is made in the client login level?

Do you have this in includes.php

$defaultcustomerloginactions=8;

If so, it sounds like you would need to remove that.
