Since PayPal first started warning us about TLS1.2, I have checked with GoDaddy and they assured me everything was fine. I checked myself using a third party site and the results are that the site is TLS1.2.
I got a letter 3 weeks ago from PayPal warning me again. I called GoDaddy, all is correct. I called PayPal and they said if GoDaddy says it's TLS1.2 and I can see it is, then it is and not to worry. So I quite worrying.
But . . . just to be sure . . . I tried ordering from the site today and as soon as I hit the pay with paypal button, I got this error: PayPal Express (4) error: Error, couldn't connect to https://api-3t.paypal.com/2.0/ (-2147012739). An error occurred in the secure channel support.
In the past I mentioned that my ecommerce store admin portal has "Could not connect to server!" above where it says to check for updates manually. The answer was that there must be a firewall or something but GoDaddy says there is no firewall problem.
Do you know what this problem is and how I can go about fixing it? Who is the likely culprit and what can I tell them, explain to them to get them to finally help me fix it?

Thanks for the link. I looked at posts first but missed that one somehow. So it sounds like I need to finally dump GoDaddy for a better web host. Sigh. I went through the migration from access to mysql on GoDaddy cause that's where the site had been forever and I didn't want to move it at that time though I was tempted. I'm not all that tech smart and it scares me to have to do this all over again. But if that's the recommended course then that's what I have to do. Thanks.

You can try Godaddy support one more time but Experience suggests that they will say everything is fine, then you'll escalate the problem and they'll tell you to move to VPS. Having seen this happen I would recommend switching to servelink and save yourself the stress and hassles. Andy Please feel free to review / rate our software

I spent 2 hours on the phone with GoDaddy with them walking me through every check in my settings. The tech asked around with others there and they said they hadn't run into that problem yet. Maybe, maybe not. Moot. (At least he didn't try to sell me another product.) I tech-ticketed as Urgent to PayPal Saturday with no reply so far. I've talked to them on the phone once but that tech was so rude . . . I don't know if contacting them would be a waste of my time.
I did as much reading as I could about this to try to find something to help me. I ran the /ppconfirm.asp?ppdebug=tls you suggested and it displayed as blank.
I'm reading in this forum about curl. I have a Windows Plesk control panel. Does curl pertain to a Windows server and if yes is there some setting I could alter?
I've read things about POODLE(TLS) and my report says it is not supported - anything to do with my problem?
Are there any protocol or handshake details necessary to be "Yes" instead of "No" because I have a lot of nos in those two categories that are showing up in my SSLlabs report.
(I'd prefer not going to another host unless as a last resort; I'm not comfortable with moving an sql database.)

I'm pretty sure this is a TLS1.2 issue and Godaddy are unlikely to make the required changes in the short term. Curl is PHP only. I would ask servelink what help they can offer with switching your current database to their servers. Andy Please feel free to review / rate our software

You may be right. I used the contact form on their site outlining my problem and asked some questions, they answered each with details within hours.
I looked at their machine specs and it appears they care that their hosted sites are up to date. And the services they offer for free are a blessing.
I checked the prices and products and they seem very reasonable and in some ways I think less expensive than what I have. If they don't tack on a bunch of "freebies" that they later want to charge for, that would be even more impressive.
If I can get the go ahead to switch hosting services, I'll let you know how it goes.
Thanks again to all who have input on this problem. This is a very nice forum to be a part of.

Long time Servelink user here - It's the bees knees, or the cats meow for sure. Don't trash your old hosting plan or database until you know all is working well and all of your data has been successfully migrated.

OK  ServeLink migrated the site and the sql database FOR FREE in about 6 hours. THANK YOU for the kick in the hiney to use a decent web host. ServeLink's per mo price is only $2.80 more a month overall than GoDaddy was and the package at least works. GoDaddy not only sold me a plan last August that never solved my original problem (they said it definitely would), they charged me $99 to move it from one of their servers to another of their servers. Lesson learned. I only have one problem left (for now . . . ). I no longer receive emails from the site telling me an order has been placed, and the customer does not receive an email from the site saying the order was placed. (GoDaddy's hosting did). The things I changed on the Main Settings Page per ServeLink are: 1. E-mail object should be set to CDO 2. SMTP Server should be set to smtp.servelink.com 3. ... the full e-mail address and email password of any full account that you have set up on your domain at ServeLink -- I entered [myemailaccount]@saverinecreek.com and my email account password 4. Optionally you can add this line: smtpserverport=587 to your /vsadmin/includes.asp file. It's not a requirement at present, but may be necessary in the future as security standards develop, so its use is recommended. -- I added it to the includes.asp file I don't have "email a friend" enabled on my pages because it was a nightmare getting it to work with GoDaddy but, as I mentioned, the order emails to me and customers did work until the host switch. (BTW, my problem of not seeing if there was a new update in the right corner of my VSADMIN panel is gone. It tells me there are no new updates just like it should. Sigh...darn GoDaddy.)

I use Servelink on .asp and I have SMTP server set to 127.0.0.1 It has always worked perfectly. quote: SMTP Server should be set to smtp.servelink.com

Still not working. Looked a the asp email trouble sheet for the cart . . . could it be that I need to add smtpusessl=TRUE to vsadmin/includes.asp?

The directions from our knowledgebase are what you should be using, so that would smtp.servelink.com as the server name. Probably wasn't working at first because the information entered in the store admin is incorrect, you have a typo in the email account name (missing the first "e" in your domain name) and I think the password you entered is also wrong (at least I couldn't log into your mail account using it). Oh duh. I didn't see the "e" missing and yes you are right I was using the wrong password. (I'm tired LOL been a loooong haul for me.) So this is what I'm using that worked in case it helps anyone else (I'm using ServeLink as host): 1. E-mail object set to CDO 2. SMTP Server set to smtp.servelink.com 3. ... e-mail address and password of a full account set up on the domain at ServeLink -- and MAKE SURE you are SPELLING your email correctly and are using the correct password  4. i did add smtpserverport=587 to /vsadmin/includes.asp because they recommended it . . . not sure it makes a difference but the emails are working now. I'm so very embarrassed about entering my email and password wrong (!) but my store's back up on a new host, my email is working correctly, PayPal is working!!!!! I'm a happy jewelry designer.  Love you guys.
