Can you add a persons email to the ratings area, that is hidden from the rating, but submited to the store.

That could certainly be an option to add, however if the Order ID was added this would not only provide the email address but it would let you know if the rating was based on an actual order by the real customer and not one of the now so many internet bots and trolls that are out there.
