I'm trying to understand the ways of giving a first time customer a one-time discount without to much manual process. My options that I understand is to create many unique coupons or discount codes and send them out to the customer to use one-time. I can get notified via email that a new customer signed up and email them the code. I can create a Gift Certificate and its basically the same idea. These are probably the easiest ways. If I give a discount at account level then I have to monitor when the customer place their order and then go back into their account and shut off the discount at the account level. I supper there is going to be manual work. Anyone have suggestions? Is there a plugin?

I haven't seen a plugin for that but the ways you mention would be what I would have suggested. Maybe somebody else has things set up another way and would like to post but I don't see another option.

Not sure if Daniel Ewers is still doing e-commerce templates work however a long time ago he wrote a function into our platform that when an order was placed it immediately generated a 10% discount code so that if the order number was 25476 the discount code was GV25476, further the code would be valid for 30 days from date of generation, the customer would get a manual copy of that with their order and also it would be incorporated into their dispatch e-mail.

I would think that the same sort of code would be able to be used to link to a customers e-mail address when signing up and generate a code that is somehow based on that e-mail, the discount coupon generated would last for a month. You would of course have those who might use an alternative e-mail to get another discount
