How do you control this. I added a fourth item - email voucher only - and it came to the top as default presumably it sorts by value.

I now have orders which include the cardboard gift packaging being requested for delivery by email ........

The shipping estimator will always show the cheapest method available in first position - is that what you're referring to here? There isn't a feature to sort the methods in the display.
