It's also somewhat vague with regards to personal accounts and business accounts.
Either way, it's just a money grab.
A few years ago, we changed from UPS to FEDEX as our main shipper. Mind you, we spend over 250k year in shipping with them. Well, after years of these type money grabs, I finally had it when the thermal label printer UPS "loaned" us went from .50 cents per week, to $1.00.
Now, here is how that worked. (I will set the stage for you...)

You know those millions of thermal printers we have on the streets, that we have been charging 50 cents a week? If we bump it to $1.00, no one will notice and we will rake in eleventy billion in extra profits this year...
The room grows quiet with suspense...
Suddenly the high up bosses smile, and everyone applauds
They all stand and WEEP....
In then end, I was not willing to accept the idea that UPS's costs on these printers suddenly grew 100%, so a FedEx rep happen to walk though my door and that was the end of it.
BTW - Fedex gave me a free printer...
