During checkout if the Billing details are the only thing that is filled out on the cart page then the Shipping details don't show on the thanks page or in the customers email.

If a different "ship to" address is filled out then that shows up along with the billing info on the thanks page and email.

My other website always shows both the billing and shipping even if they are the same.

What am i missing?

There is a parameter...
$autobillingtoshipping=TRUE;
...that will automatically copy the billing address to the shipping address if not set and I think that is what you need.
