This happened to a friend of mine last year when they were setting up a new payment provider. The way that happened was their Virgin Media cable router failed so whilst they were waiting four days for the new router to be delivered they accessed their admin via their mobile data, which worked fine. Once they received the new cable router they contacted their ISP to have the new cable router activated. When the new router became active was when they couldn't carry out the test transaction using the newly setup payment provider. They called me telling me about the issue so I asked for their IP address. I logged in to their admin and checked for their IP address in the IP blocking and it was there so I removed the IP address and all was back to normal. quote: Could a blocked IP address be reassigned thereby preventing THAT person from ordering?
The answer is yes but you'd be dead unlucky, like my mate. My friend now has a routine of clearing blocked IP's twice a year.
