One of my clients is having an issue of constantly being logged out of the admin. If everyone at his office uses the same login for the site and someone else logs out - will that log him out on his PC as well?

Is there any way to make it so he is permanently logged in unless he specifically clicks the log out button?

No, if you log out on one PC that shouldn't affect other PC's. Is this browser specific by any chance?
