I have a client stating that once he has saved the product descriptions he notices that any <br> tags he added have been surrounded by <p> tags thus making a mass of white space. Is this normal?

Depending on how the <br> tags were placed, yes. Seems Froala does not like things without an end tag. I have never tried using <br /> to see if that would solve the problem, but it might work. Otherwise, if your client is putting <br> tags between </p><br><p>, I suggest using CSS to add spacing between the paragraphs, if that is what he/she is trying to achieve.

I'll add that you can use css to reduce or remove that <p> tag spacing...
