We do not charge sales tax for food... How do we turn that off?

Assuming you have items that ARE taxable, you would just mark the items that are state tax exempt in the product admin for each of those.
If you have quite a few, you can also do that via the quick entry feature there in the admin.

Where do you mark a specific buyer to be tax exempt? I'm sure I've seen it but cannot recall where the setting is located.

They must have a client account and be logged into they account when making the purchase.
You mark them as tax exempt in their client account.
