Can I use an anchor on the top of a page description and then have links back to the top later in the text?

I got the link to the page working, just have a link pointing back to the page

Can I have one from the top of the page jumping to link further down the page?

The pound sign designates that the link is a reference to the existing page. the rel="nofollow" is unnecessary.

And the target should be
<h4 id="Ring-Size">What ring size do I need for my needles?</h4>

This <a name="Ring-Size"></a> is no longer semantically correct in HTML. Targets should be designated using the "id" tag.

On a side note, I looked at your home page. You REALLY need to resize/optimize the category images, and any other images you have that are in excess of 2,000 pixel wide. They are really going to slow down you pages. You can use tinypng.com to optimize the images, but you will need to resize them first.

This may have to do with your extensionless URLs and the fact you have this <base href="https://debrasgarden.myectstore.com/" /> in the <head>. You might have to make it
<li><a href="https://debrasgarden.myectstore.com/FAQ#Ring-Size">What ring size do I need for my needles?</a></li>

And you are welcome about the images.
