I am upgrading to Premium Generic Version
I need to change the etclogo to cwlogo
Do I have to change it on each dynamic page eg profuctdetail.asp and category.asp and default.asp
or is there a place I can specify the new logo for all the pages
Does the logo need to be in gif format or is jpg okay?

JPEG images are much better for photographic type images and GIF images are much better for logo type images. But if you have a logo in JPG format and it looks good then go with it. I'm not really sure what "I need to change the etclogo to cwlogo" really means but if you give us an example that may help.

Do I have to do it all the files or is their a cetting I can specify for this?

Well yes, you could change all the pages so that instead of ectlogo.gif you have cslogo.gif. But if that's a problem, why not simply save your cwlogo.gif as ectlogo.gif and upload the new ectlogo.gif ?
