I’d like UPS (Ground) shipping to cost $9.99 per order, regardless of weight or the number of items ordered. Any expedited options chosen can continue to cost the calculated amount.
Is this possible?

It sounds like you want to change the cost of one of the UPS services and keep the rest the same and that isn't really possible I'm afraid. If you want total control over shipping services then weight based shipping would be the way to go, but that would take time to set up of course.
