PHP v 4.4.11

Customer places an order with products which should not have met the free shipping threshold of $99 as those products totaled $98.95 and one product that is marked Free Shipping Exempt priced at $5.59. The order total came to $104.54. When ordered alone, the $5.59 product would be $23.70 to ship. The manufacturer charges $16.26 to ship it. So there are two issues; I know $98.95 is within 5 cents of free shipping, but $98.95 is not $99, and obviously the 55 cents shipping being charged for the $5.59 is wrong.

ADDITIONAL INFORMATION
I did a test order of just the products above that qualify for free shipping. As mentioned, they totaled $98.95. When ordered alone, without the $5.59 item that is marked Free Shipping Exempt, the cart states "You are only $0.05 away from Free Shipping." and shows the shipping cost as $30.45.

When free shipping only applies to some of the items in the cart, each item does not have it's shipping calculated but rather shipping is divided between the items in the cart. For this reason shipping for the items that are not shipping free isn't going to be exactly what it would have been if they had shipped alone.

Vince, the issue in the original post is the cart applied free shipping even though it did not meet the threshold and did not apply proper shipping to the item that was free shipping exempt. IN other words, when ordered separately, everything works fine, but when ordered together, it does not.
