After troubleshooting a bit I was able to get it working again by changing line 1535 to match what the 7.6 updater shows for that function. This caused another error on line 6028 of the inccart.asp file. I changed this line to match what is on the 7.6 version and it allows me to checkout. I don't think this is a permanent fix for me but at least I can accept orders again. I still get this error message when I try and checkout using email as the payment method but his isn't a huge deal as I only use this for testing purposes:

Hi Phil Sorry about the problems there but this is fixed in the updater now, but we're just waiting to get a couple more changes in there before making an official release.

If you try checking out too many times the flood control kicks in. If you go to the ECT Admin -> IP Blocking page you can remove your IP from the blocked list.
