First time using Free shipping promotions and had it applied via coupon on orders over 120. It looks like it applies before other discounts, so we had customers place orders where the subtotal before discount is 130, but with other discounts applied there was $20 in discount making it 110, but they were also getting free shipping because the original price was before 130.

I am guessing that there isn't a way around this, but it would seem to make more sense that the free shipping discount when based on cart total would apply after all other discounts. If no workaround, could this be considered in a future update?
