PHP v 7.7.8

The $forcestateselector=true; is not working and customers are able to bypass the shipping so no shipping cost is showing in the order.

Hi Marshall
The $forcestateselector is only to do with the display of the state selector in the shipping estimator so wouldn't affect the shipping cost. It's really only to do with the default ship method not requiring a state selector but having others that do. If a state is needed to calculate shipping there is probably another reason. Could you let me know more about the shipping setup?

There is free shipping for certain products over $99, UPS Ground, USA only.
Non free shipping products are marked Free Shipping Exempt.
The site uses UPS weight based set to Pack Together
If a person does fill in the state on the first cart page, there is no problem.
If a person does not fill in the state on the first page, they can get through without being charged for shipping. When this happens, it does not show up as Free Shipping in the order, but simply no shipping is charged.
This problem happens both on PCs and phones.

Not sure what else I can add other than this needs resolved.

Well that doesn't sound good and it doesn't normally happen. Could you let me know what site it is (I have a feeling I have the details already, but am not sure which one) and I'll take a look.
