One of our client's wants to add a $15.00 handling charge to any of his products (Or product totals) that are under $100.00 in price.

This would apply to several products in several categories but not site wide.

Can you tell me if this is possible?

You can apply a handling charge site-wide and then make products handling exempt through the product admin page.

How do you think I could work that?

I can't see a way of adding a handling charge if the order total doesn't reach $100 I'm afraid.
