Our store only collects sales tax from buyers in our home state (Minnesota). Along with this we also offer FREE Local Pick Up in store using the following includes parameters:

$willpickuptext="FREE Local Pick Up";
$willpickupcost=0.00;
$willpickupnohandling=TRUE;

Recently we had a customer from Wisconsin make a purchase (no sales tax required), but he opted for FREE Local Pick Up - the shipping charge went away but our Minnesota sales tax was then applied to his order. Is there way to set the system so out of state customers can opt for FREE Local Pick Up without being charged sales tax?

I'm afraid there isn't a feature for that, they would be charged State Tax if they aren't in the same State.

If the customer comes to your location to pickup the order, then the sales tax lawfully applies.
You can ask your state department of revenue, but just because the customer drives from another state, they are not exempt from sales tax.

Oregon residents are sales tax exempt in Washington state with id .... other states have similar situations,
