I think the answer to this is probably going to be "no, you can't" because that's usually the answer to this sort of query, but is it possible to do a buy one, get one half off for all products, where the less expensive product is half off? I would really like to run this as a discount without having to do coupons, but my attempts at these sorts of promotions usually don't work.

If the answer is still no, can we pretty please with extra whipped cream on top have conditional discounts in a future release? Thank you

As you suspected this is one for the suggestions forum really as there isn't currently the mechanism for that in the discounts feature.
