I have my cart set to min checkout of $190 store wide. However I have one customer that needs a min of $760 in their cart to checkout. They pay by check. The issue is that the price they pay is the same price as everyone else so i cant apply a discount to them because there is no discount. The reason they have to have $760 is because they pay by check. I don't see anything in payment methods that you need a min to use this method, that would be cool. So I think I cant do anything because even if I bump everyone up a tier and then put him lower, then everyone else will see the check method for payment on checkout which i don't want. Anyone think of something?

In the customer account admin you can give that user a login level and then in the payment provider admin page for Email set that same login level - that means only those customers with that login level will get the choice of Email for payment on checkout. You can change the Show As text to make it clearer for them.
