This is more curiosity than a problem, as when I setup sites I would usually always assign myself as having all privileges. I'm thinking that on this occasion with this website that I haven't.

In php MyAdmin & navigating to the admin table, under the admin user column should all users show irrespective of the privileges they have been assigned on setting up the user? I can see the username that I assigned for the site admin when I setup the site in January 2016, but I am pretty sure (95%) that I'd set up that user after I'd assigned myself as the initial user.

That table (admin) only shows the primary user.
The adminlogin table is where you would see all users.
