I want to be able to set the scope of a coupon on my website to a specific product category, but it is greyed out and I can not select this option. The default is "Applies storewide to product totals". Am I supposed to set a configuration setting in the vsadmin includes PHP file?

The "scope" menu is greyed out for shipping discounts as they are always storewide. If you change to one of the other types of discount (flat rate or percentage) then you can change the scope. If you do want a shipping discount to not apply to certain products then the way to do that is set a storeside shipping discount, then you can set products to "Free shipping exempt" in the products admin page.
