Yes you do. That file is vital. The .dwt is the template file that is associated with all the pages that come with the download you purchased from ECT. Also, if you need / want to add more pages to your site, then creating those pages in Dreamweaver (or whichever editor you choose to use) will retain the layout from the .dwt file. You can look at the .dwt file as functioning in a similar fashion to a .css file in that all changes are applied sitewide, whether it's a 10 page site or a 10,000 page site. One change in one place; job done!  Have you a link to the site? Which template is it that you are using? There's no actual functionality for the live site on the server by having the .dwt file or the Templates folder on the server, that is for offline creation & editing sitewide. Look at the .dwt file, teamed up with a programme like Dreamweaver, as the workhorse & time saver.
