There were requests for the ability to upload multiple coupons using the CSV upload feature and this has been done now for the upcoming v7.2 release. In your CSV file headers the following columns are required...
cpnNumber - The coupon code, eg "COUPON123"
cpnName - The name of the discount, eg "10% off with this coupon"
cpnDiscount - The discount amount
The following is recommended as the coupon type will default to zero, free standard shipping.
cpnType - 0 = Free Shipping, 1 = Flat Rate Discount, 2 = Percentage Discount
cpnIsCoupon - 0 is a discount, 1 is a coupon

cpnSiteWide - 0 = Assign to individual products / categories
1 = Applies storewide to product totals
2 = Applies storewide but to individual products
3 = Assign to cat's for discounts on category totals

cpnNumAvail
cpnCntry - 0 = All Countries (for free shipping), 1 = Restrict to countries where Free Shipping Is Available

cpnInsurance - Set to 1 so shipping discount also applies to services
