Calculate shipping

My question relates to Calculate Shipping when I create an order in admin. When I add 3 products and select calculate shipping it shows weight based at standard shipping £3.00. If I was to put the same 3 products in my cart on my actual store it will show the correct shipping as £7.95 plus VAT. Can anyone advise on why there is a difference?
