Our client would like to charge $8 shipping for orders in the US up to $99.99.
Orders over $100 shipping is free.
How do I do this?

you would do this with Price Based Shipping and just go to the admin postal zones page and set up a zone where you have 0-$100 as $8.00 and 100-100000 as $0.
Or if you just set the shipping as $8.00 for everyone and then set up a Free Shipping Discount then that would appear on all the pages as a discount so it's kind of good advertising.

I not getting the concept. Select a product, Add to cart, checkout, and the shipping estimate is Free instead of $8.

This works on my test site as you want it too. This subject always has my 58 year old brain ticking

Head to your Store Admin > Main Settings. Scroll down and make sure the domestic Price Based Shipping is selected and also that Pack Products Together. As soon as the Sub Total of the cart value hits £100 the shipping becomes free, up to £99.99 stays @ £8.00.

Having the packing set to Pack Separately doesn't work and just keeps on adding shipping regardless.



Then in Shipping Admin > Postal Zones, select your zone, or create a zone, Edit Rules and make yours look like this



I think that will solve your issue.
