My site is set so that all items of weight from 0.375 (3 oz.) gets delivered by its weight and zip code.

How do set the system to tell people that all items .374 and less will pay $1.50. USPS is not set up for this.
I send all items less that .374 in a standard letter envelope. and the other stuff in a bubble package.

Can this be done?

I considered weight based, but It gets confusing when you factor in the distance cost between the East and West coast.

An item that can fit in a standard letter envelope and weighs less than 1 oz. cost $1.50 anywhere in the U.S.
Items from 1.1 oz. to 15 oz cost about $3.85 - $5.50
Items from 1 lb. and up cost about $7.50 and up.

Is there an easy way to set this up and could you show me please?

In that case I think there is a parameter that I think could help you. If you set the following in your vsadmin/includes.php file...
$firstclassmailtype='LETTER';
...then make sure that the first class option is enabled in the admin shipping methods page for USPS, then mail sent first class is assumed to be a Letter type rather than a parcel.
