I thought that I had this issue fixed, but it's coming up again:

A customer buys an item. During the ordering process, the screen asks for his shipping zip code. He enters it and gets the following: There are no methods available for your shipping destination.
I go on and order the same item using his zip code and the purchase goes through fine.

I am using USPS 1st class and Priority options and I'm selling by weight. Most items sell by the ounce(s).

The is something wrong because that shipping estimator there should also have a choice for state and it's not there.
We need to find out why the state drop down is not showing.
What shipping methods do you have enabled?

I am using:
USPS
1st class
Priority

I also have all 50 states enabled

Under Weight Priced Base, I have World Zone Rules with United States listed there.

Hi Brian, I'll try to match my php test site you what you have to see what I come up with.
What version of the cart are you on?
Can you check your admin "main settings" and tell me all of the shipping services that are ticked?

Would you like to show alternate shipping rates apart from your primary shipping carrier?
Use Alternate Shipping rates: Don't use alternate rates

Select which method you wish to use for domestic shipping.
Shipping Type: U.S.P.S. Shipping

Select which method you wish to use for international shipping.
Shipping Type: Same as domestic shipping

Select how you pack products, for shipping calculations.
(Only affects UPS, FedEx, USPS, Weight and Price based shipping)
Pack Products: Pack products together.

If using USPS shipping method, please enter your USPS username.
Please note, for UPS shipping, you have to use the registration form here.

If using Canada Post for shipping, please enter your Retailer ID here

Hi Brian, on my php test site, I have the state selector showing, but it seems it's possible to have a scenario where it's not shown because the image at this link doesn't have a state drop down. https://www.ecommercetemplates.com/help/shipping.asp#estimator
But really I'm not sure there is a problem at your site. I tested several zip codes in the estimator and it returns rates just fine.

This is the estimator on the first page of checkout where the problem exists, no?

Is it just this one customer, or is it happening to others as well?

It is a strange one. I just tried again and it failed.
Please try this:
do a search for item 3091
add it to the cart
add zip code 21014 (Bel Air, MD)
tell me the result.

That does seem to be strange as I get "No shipping methods" in the shipping estimator, but when I get to the final cart totals page it does show a rate for Priority Mail. Would the way to sort this out be to apply the latest updater from here...

...and if you still have problems can you add this to the includes.php file...
$dumpshippingxml=TRUE;
Then try your test product again for the shipping estimator and you should get a dump of the shipping XML request and response. Then send that to my email (vince AT ecommercetemplates DOT com)

We're still testing, but I believe that the re-update did the trick.
