I noticed we haven't gotten any UPS shipments since September, and found that it is giving "Missing/Illegal ShipTo/Address/StateProvinceCode" now for orders outside Canada.
It works if I switch to Published Rates but not Negotiated Rates. Checked the Shipping Admin and all the same UPS methods are still selected. I tried both "Update Account" and "Re-Register" on the UPS Developer Kit Licensing & Registration Wizard. No change. I'll note that there was an error "Unknown column 'adminUPSUser' in 'field list'" when finishing the wizard, but it did still say Registration Successful.
