The file contains EXIF data to tell applications that are viewing it that it is rotated, but the image itself isn't rotated. Some applications will obey the EXIF data and some won't but the best way to deal with this is, as Marshall suggests, to open the file in an image editor and actually rotate it. I use GIMP which is the Free, open source image editor and it's fantastic for stuff like this.
