Short & simple question, bit of a change from me

Using named anchors in page content only works without having a base href, static or dynamic - Why? Is there a workaround? Or is that just the way it is?

In the anchor text, instead of just putting <a href="#target">, put <a href="https://www.mywebsite.com/PAGE_URL#target">. You may not even need the https part, just the page URL preceded with a forward slash <a href="/PAGE_URL#target">.
