All I know is my client is not happy about it and frankly, I think it is being done wrong. As shown in my scenario, when items are purchased separately, shipping totals are fine. Combining free shipping eligible items that have not yet reached the threshold, along with free shipping exempt items, should not change that. In that scenario, the shipping should be normal, $25 or whatever, not $2.03. If an item is marked Free Shipping Exempt, it should be treated as a separate item, period, regardless what else is in the cart. Otherwise, what is the point of Free Shipping Exempt. Something needs done to correct this as this is not right. As an example why solving this is important, in the case of the item that was marked Free Shipping Exempt, the vendor charged my client $12.50 to ship it, so you can see the $$$ loss.
