Scenario.

Free shipping is set for orders over $100 on select products.

3 Free Shipping qualified products added to cart but do not reach the Free Shipping threshold and has a total weight of 12.55lbs. UPS Ground is $26.97

1 Free Shipping Exempt item added to cart with a weight of 1 pound and UPS Ground is $22.10.

Put the 4 items together at 13.55 pounds and the shipping is $2.03.

Put the 4 items together with the single 1 pound item mark "Pack Together Exempt" and the shipping is $3.91.

Two questions.
First, if the 3 items did not reach the Free Shipping threshold and the fourth item is Free Shipping Exempt, why is the shipping only $2.03?
Second, how does the cart handle mixed Free Shipping and Free Shipping Exempt items? When I changed the order so all the Free Shipping items reach the free shipping threshold then add the one that is exempt. the shipping drops to $1.44.

Any insight would be appreciated as this does not make sense.

Hi, Vince would be the one to answer, but I recall his coming up in the past, and as I recall, it's some sort of averaging when you have free shipping exempt items combined with free ship items.

Since the Free Shipping items did not reach the threshold for free shipping, and since the other item is Free Shipping Exempt, should it not charge full shipping? My client lost money on this and is not happy.

I see what you are saying, but the way of thinking is that even if a product is "Shipping Discount Exempt" and doesn't benefit from a shipping discount, it still counts towards the threshold of a shipping discount. You could argue that differently I know and maybe a parameter to have Ship Discount Exempt items not count would be a good addition, but this is how things are now.

All I know is my client is not happy about it and frankly, I think it is being done wrong. As shown in my scenario, when items are purchased separately, shipping totals are fine. Combining free shipping eligible items that have not yet reached the threshold, along with free shipping exempt items, should not change that. In that scenario, the shipping should be normal, $25 or whatever, not $2.03. If an item is marked Free Shipping Exempt, it should be treated as a separate item, period, regardless what else is in the cart. Otherwise, what is the point of Free Shipping Exempt. Something needs done to correct this as this is not right. As an example why solving this is important, in the case of the item that was marked Free Shipping Exempt, the vendor charged my client $12.50 to ship it, so you can see the $$$ loss.

Another question, if the threshold for free shipping is $100.00, why at $99.98 (literally) did it go with free shipping? It is PHP v7.4.10. This is all the same client.
