How do I turn on the cart recaptcha?

I think Ive done what was needed, but Ive gone through and tested and the recapcha doesnt show up. But it does work on other pages like "ask a question"

You can only enable reCAPTCHA for email orders as the test for being a human for the other payment providers is normally that they enter a credit card number.
