 A statement for Shipping Estimate

Free shipping can be set up with a minimum which if not met incurs a shipping charge. However for my site, I cannot calculate a single charge that would apply for all orders and so would like a statement suggesting the customer call or email me to find out what that charge would for their specific order.
Does anyone have an idea how to set that up, i.e. a statement showing for the shipping rather than an amount?

I resolved this by making the below minimum shipping charge high and adding the following sentence to the note that comes up when a minimum is not met:
If the shipping charge seems high, it may be high. Please call or email us for a more accurate charge.

Hi, just my opinion, what you are doing is going to likely put off some customers and they will never contact you.
There are a number of ways to get accurate rates in the cart.
Generally the whole idea of online shopping is to automate the process and get customers placing orders.

Well that is unless you have no competition or the products you sell are very large and heavy and require freight quotes, or something of that sort.
