Can you double check the parameters and that it is assigned to the product in question? Also, try testing by varying the parameters, (such as for instance make it applicable storewide) to see if you can narrow down which one is causing it not to be applied. Is that the case? If so, could you assign it first and then let me know if you still have problems. But I see the problem now as the Lanyard is less than the minimum purchase for this discount. I see what you are thinking, that you want the discount based on the total cart contents but to only apply to this item, but that's not how it works I'm afraid. Hopefully it shouldn't take too long to finish and I'll let you know when I have more news. Once updated in the ECT Admin -> Discounts page you will also be able to set the "Scope" to: Assign to individual products / categories based on cart totals Then hopefully things should work as you wanted.
