Looks right to me .... it's stating "You are only 14.94 away from free shipping" on the cart page.

What? That's crazy talk!

What browser? I've refreshed my Firefox a hundred times with no joy, I tried it in IE11 but the formatting is all screwed up.

Just tried Edge and I see what you saw.

Dammit. Wishful thinking

1 in cart (I've been using Qty 2 during testing because that's what this is all about) does show "only $14.95 to free shipping".

Add another one to the cart.

The free shipping note disappears, and the shipping goes up. Tried on both Firefox and Edge just now.

No. These are 0.2lb per piece, so should be able to send up to 8 of them via First Class.

But, you hit it on this part of the issue. The site is somehow miscalculating the weight of two pieces and bumping it out of First Class specs.

Flipping Priority Mail to FSA worked, proving that.

Damn, still glitches.

The cart does not like tax.

Place any quantity over one, in cart, now with Parcel Post set as FSA, it shows no shipping charge. I also adjusted the size and weight of the items in question down to stupidly low numbers so that it now allows

If I run through the cart using any other state than Ohio, it works as it should and on checkout gives me the option of cheap free shipping, or paid quick shipping. But if I put in Ohio, the free shipping disappears and every option is pay. It has to be something to do with the fact we collect tax in Ohio.

If an item weighs 2 ounces it should be entered as 0.125 in the product admin rather than 0.2 as it's a percentage of a pound, examples are here https://www.ecommercetemplates.com/help/shipping.asp#weight

Can you check you have FSA enabled for Ohio and that the weight / destination / shipping method combination should qualify for free shipping.

Hah, the perils of growing up in the metric system, you tend to think of things in 10s. I did go ahead and set the relevant parts to 0.1lb and it helped correct that part of the issue.

Interestingly, I hadn't thought about looking at individual states, because I quite deliberately set USA to FSA. I just went into the states and sure enough, Ohio was not set for FSA. Every other state was, and I certainly did not do that, so I'm assuming the program set them all to FSA when I set USA to FSA, but it chose to ignore Ohio because it has sales tax set.

Another interesting point, the international shipping now appears to be functioning correctly, even though I have done nothing to make it do so. It had been showing free shipping for 2 days of testing, then suddenly, today, it is charging correctly.

This has been a very frustrating couple of days. I'd like to thank you, Andy, and Mark, for your insight.
