I am running version 7.0.5 and I am having trouble configuring my first promotional coupon. I want to offer free shipment on products from a single category. When I configure my coupon, the scope of the coupon remains greyed out and the only option is to apply the coupon storewide. Do I need to set a special configuration variable in my includes.php file?

You can only set a discount / coupon for free shipping as Sitewide and that is why the scope of the coupon is greyed out. You can set a sitewide shipping discount but set specific products as free shipping exempt if that helps. The reason for this is because it is not possible to query the shipping carriers for how much certain shipping methods would be with one set of product metrics and for other shipping methods with another set.

Thank you for this feedback. I will find a work-around. Maybe I can suggest to my client that he provide a cash discount instead equivalent to the cost of the shipping.
