Configure Button greyed out

Using a relative url in the link, and this is under a secondary directory Had to change these <link rel="stylesheet" type="text/css" href="../RFQ-Austin/css/ectcart.css"/> <script type="text/javascript" src="../RFQ-Austin/js/ectcart.js"></script></head> As ALWAYS!!!
