I am having a problem with applying a Free Shipping discount coupon. Regardless of what is entered into the shopping cart the discount coupon is not applied at checkout. If the site is closed, and then re-opened, the coupon code remains and is then applied when products are added to the cart.

I presume it is something trivial (maybe even browser related) but would like to sort this

I think I found the problem - this is UK only but I had not set FSA to each and every county!

That message actually just means that you've tried checking out too many times in a short space of time and will clear soon. (Or you can remove your IP in the ECT Admin -> IP Blocking page.)
It's just because you've been testing your checkout several times because of this issue.
